Dr. Dianna Wuagneux (“One-You”) is an International Advisor specializing in Fragile States and Nations in
Transition. E.g. as a Senior Advisor to the joint DoS/DoD M&E, training and peacekeeping operations,
including the US Global Security Contingency Fund, the Partnership for Regional East Africa Counterterrorism, and the Trans-Sahara Counterterrorism Partnership, involving the design & assessment of relevant
stabilization, training and CVE/PVE programs, largely in response to unrest in Ukraine and the South China
Sea; as well as the destabilizing effects of armed violence by non-state actors, such as Boko Haram, Al-
Shabaab, Taliban, Al Qaeda & ISIS in Yemen, Africa and the Middle East.
