i am a water services specialist

I have over 15years of local and international experience in the implementation and management of projects in water supply and sanitation services, irrigation and river basin management in the public , private sector as well as development agencies. Angela has extensive knowledge and experience in strategic infrastructure planning, programme management, policy research and development, institutional support and capacity building for water service institutions. i am current working as Fund Manager The SADC Regional Fund for Water Infrastructure and Basic Sanitation supporting transboundary and regional water and sanitation projects in the SADC.



I consider my strengths to be:

I have extensive experience in NGO's , water utilities and supporting Government departments with experience in Swaziland, Mozambique, Zimbabwe, Malawi, South Africa and Zambia. i have a good and technical understanding of water resources and water services projects from design phase, M+E base line development , actual monitoring and evaluation, sustainability and project and service viability and financial management and financing of water projects in the region.

I enjoy working on:

1. The SADC Regional Fund for Water Infrastructure and Basic Sanitation (the Fund) was established as the key financing facility for the development and integration of the water sector in the countries of the SADC region. The objective of the Fund is to strengthen the water sector coordinating function of SADC, create an instrument to channel International Cooperating Partners (ICP’S) and to develop regional water and sanitation infrastructure. As Programme Manager, I head and manage the SADC Water Fund Management Unit, implement the programme and monitor and report on all aspects of the programme while ensuring that the programme objectives are achieved.
2. AECOM South Africa
During this period, I was responsible for providing technical inputs for institutional support and development for water services as well as a programme management role. Highlights of key projects are detailed below :-

3. Australian Aid
During this period I was programme manager for the Sustaining Water and Sanitation Services Africa Programme. Programme Manager position was based in Pretoria, supporting Water, Sanitation and Hygiene (WASH) programmes in Southern Africa including the:
• GIZ co-funded SADC Transboundary Water Programme
• African Development Bank co-funded – Malawi National Water Development Programme,,
• UNICEF Nampula Water , Sanitation and Hygiene Programme (NAMWASH) in Mozambique,
• World Bank Co-funded Water Services and Institutional Support (WASIS) Project and ; the
• GIZ co-funded Zambia Water Sector Reform Programme ( GIZ)
The programme targeted small rapidly growing towns which have rapid development resulting in water services challenges in the peri-urban zone of the towns. Due to rapid expansion, water services were thus delayed in arriving to users. My work included providing :-
• Technical inputs and verification of project achievements
• Formulation of implementation strategies
• programme management
• implementation support including programme monitoring
• monitoring and Evaluation including Risk reduction and project sustainability on exit
• quality management against OECD criteria
• undertaking supervision missions and gathering evidence of reported performance and or non- compliance
• published documents, evaluations, and supervision
Mhlathuze Water(Jan 2009 – Mar 2012)
Mhlathuze Water is a water utilities based in KwaZulu- Natal. Its area of supply covers some 37 000km2 stretching from the uThukela River in the South and up the East Coast to the Mozambique and Swaziland borders, around Vryheid and back to the uThukela River. Within this region, Mhlathuze Water has built and operates an inter-basin transfer scheme, a major water treatment plant, an offshore waste water disposal pipeline, and manages water treatment and sewerage plants on an agency basis for industry.
During this period I was appointed as Regional Engineer for the utility, responsible for ensuring that the Asset Management Life Cycle was followed through:-
1. resuscitating the planning function of the water utility
2. planning for an infrastructure expansion programme for the utility within the project area
3. Investigating infrastructure requirements , planning , defining , scoping and developing TOR for major refurbishment and maintenance projects for the water utility
4. Optimisation of existing infrastructure in order to increase infrastructure reliability through asset management
Key principles applied included planning. Installing, operating , optimising and renewal of infrastructure as shown on the Asset Management Life Cycle below:-
The aim was to ensure that for all infrastructure development a maintenance programme would be set out supported by the right decision making processes and timing with the planning horizon should take into account:
1. Certainty of demand growth through the development of high / low demand scenarios.
2. Determine the time to implement using Just in Time approach due to financial constraints
3. Develop 20 / 25 year visionary” CAPEX “budget.
4. Develop and implement 5 year CAPEX programme.
5. Review 5-year CAPEX annually in terms of affordability, sustainability and latest information to determine infrastructure implementation.
6. Develop OPEX budget Including HR Requirements
